The U.S. Securities and Exchange Commission postponed until Nov. 28, 2011 a decision on the stock exchanges "circuit breaker" system.
Since the May 2010 incident where the U.S. markets crashed almost 1,000 points in minutes, the commission has been putting together a plan "circuit breaker" that would take effect and stop all trading when any U.S. stock or exchange traded fund sees a 10% or more fluctuation within a five minute period.
A ruling was set for Sept 29, 2011 but has now been postponed until Nov. 28, 2011.

Washington, D.C., — The Securities and Exchange Commission recently charged a Branchburg, N.J.-based investment adviser and three of her firms with operating a multi-million dollar offering fraud involving the sale of phony promissory notes to investors, many of whom are retired or unsophisticated in investments.
